Was the Outlaw Originally Intended to be Adam??

I've always heard the conjecture that the "Outlaw" figurine in the American Character Bonanza figures was originally intended to be Adam. The figures were released in 1966, after Adam left the show, so supposedly American Character drew a mustache on Adam and renamed him "The Outlaw".

The whole idea makes some sort of sense if they'd already made thousands of Adams and would otherwise have had to dispose of them. He is dressed all in black (but so are outlaws!). He has black hair, with a widow's peak.

But could this Outlaw possibly at any point have been Adam??? He looks mean. And nothing like Adam, in my opinion. But, then again, why on earth would they have invented an "Outlaw" to sell with these figures. It would be totally unnecessary.

What do you think? Is it Adam?
